Dr. Alfredo Galán, born in Barcelona, holds a degree in Law from the University of Barcelona and a PhD in Law from the University of Bologna, Italy, with the qualification of cum laude. He is currently Professor of Administrative Law at the University of Barcelona, Director of the Democracy and Local Government Foundation, Co-Director of the International Academic Network for Administration Control – RAICA and President of the Spanish Section of the Italian-Spanish Association of Professors of Administrative Law.
He has been a member of the Legal Advisory Commission of the Generalitat of Catalonia, Director of the Department of Administrative Law, Procedural Law and Financial and Tax Law of the University of Barcelona, Deputy Director of the Institute of Public Law and representative of Spain in the Group of Independent Experts on the European Charter of Local Self-Government of the Council of Europe.
He is a specialist in Administrative Law and European Union Law, particularly in territorial organization and local law, sources of law, administrative organization, public procurement, public-private collaboration, control and review of administrative activity, patrimonial liability and forced expropriation.
As a university professor since 1994, he has extensive experience in teaching and research. He is the author of numerous scientific publications, has given many lectures at Spanish and foreign institutions, has carried out various research stays at prestigious centres and has been the principal investigator of relevant research projects funded through competitive calls for proposals. He edits the journal Cuadernos de Derecho Local, has been co-director of the Anuario de Gobierno Local and is a member of several editorial boards of journals specialized in public law.
He combines his academic life with his professional career. He has held research and consulting contracts with public and private entities. He has also collaborated with them by preparing legal opinions and reports and drafting regulatory projects.
He is a lawyer of the Barcelona Bar Association (ICAB).
