Dr. ALFREDO GALÁN
ACADEMIC ADVISOR

Dr. Alfredo Galán, born in Barcelona (1967), holds a degree in Law from the University of Barcelona (1990) and a PhD in Law from the University of Bologna, Italy (1997), with the qualification of outstanding laude. He is currently Professor of Administrative Law at the University of Barcelona (2018), Director of the Democracy and Local Government Foundation (2020), Co-Director of the International Academic Network for Administration Control – RAICA (2023) and President of the Spanish Section of the Italian-Spanish Association of Professors of Administrative Law (2024).
He has been a member of the Legal Advisory Commission of the Generalitat of Catalonia, Director of the Department of Administrative Law, Procedural Law and Financial and Tax Law of the University of Barcelona, Deputy Director of the Institute of Public Law and representative of Spain in the Group of Independent Experts on the European Charter of Local Self-Government of the Council of Europe.
He is a specialist in Administrative Law and European Union Law, particularly in territorial organization and local law, sources of law, administrative organization, public procurement, public-private collaboration, control and review of administrative activity, patrimonial liability and forced expropriation.
As a university professor, since 1994. He has a long teaching and research career. He is the author of multiple scientific publications, has given numerous conferences in Spanish and foreign centres, has carried out several research stays in prestigious centres and has been the principal investigator of relevant research projects funded in competitive calls. He directs the journal Cuadernos de Derecho Local, has been co-director of the Local Government Yearbook and is a member of several editorial boards of journals specialized in Public Law.
He combines academic life with professional activity. Thus, it has entered into research and advisory contracts with public and private entities. It has also collaborated with them through the preparation of legal opinions and reports or through the drafting of regulatory projects.
He is a lawyer of the Barcelona Bar Association (ICAB).
